When a job seeker contacts the Department of Rehabilitation Services requesting a certification letter for the Disability Program also known as the Optional Program for Hiring Persons with Disabilities (HB1340) Program they will be referred to the field office which serves their area. To contact DRS and find the field office which serves your area call (800) 487-4042 or use the Office Locator.

A Vocational Rehabilitation Counselor gathers documentation about the disability and determines if the disability meets the requirements to be eligible for the Disability Program (HB1340). If the job seeker is determined eligible, the VR Counselor will either give the job seeker two signed copies of the certification letter or will email the certification letter to the Office of Management and Enterprise Services, Human Capital Management Division, Applicant Services.

The job seeker will then complete an online application by visiting www.jobs.ok.gov, and clicking on the link titled Disability Program & Priority Reemployment Applicants or follow this direct link, www.jobaps.com/ok/sup/abfreenames.asp

State Work Incentive Program (SWIP)

When a recipient of the Temporary Assistance to Needy Families (TANF) Program contacts the Department of Rehabilitation Services requesting a certification letter for the State Work Incentive Program (SWIP), they are referred to the field office which serves their area. To contact DRS and find the field office which serves your area call (800) 487-4042 or use the Office Locator.

A Vocational Rehabilitation Counselor gathers documentation of the disability and determines if the disability meets the requirements to be eligible for the SWIP program. If the job seeker is determined eligible, the VR Counselor will give the job seeker two signed copies of the certification letter. This letter may then be provided to other State Agencies as proof of eligibility.
